Preamble

Dear CityView at RiverWalk Resident,

During the incredibly hectic period since February 2020, your new board has been very active.  So far, the board has:

  1. Identified and hired an outstanding property management company to serve our residents. 
  2. Coordinated the transition of management from the developer to Realty Resource Systems.
  3. Hired a highly qualified maintenance manager.
  4. Managed the CityView response to COVID-19 to protect the health of our residents.

The board has also been working very hard to review, distill and clarify all rules & regulations that exist in our governing documents, including:

Declaration of Covenants, Conditions & Restrictions (2010)
CityView Rules & Regulations (2018)
Current Bylaws

Rules and regulations are established to maintain quality of life and protect the rights of dues-paying owners and residents so they can enjoy the amenities and reduce potential liabilities that could result in amenities being further restricted, or eliminated. Chief considerations in creating such rules are the health, safety, security, comfort, and investment of our residents. 

It is our sincere hope that as everyone reviews the revised rules & regulations, they will join us in considering the best interests of the entire community. 

A word about fines . . . There are only two good reasons for any HOA to levy fines: (1) to discourage willful violation of established rules & regulations, and (2) to promote urgent correction of identified violations.  Fines are NOT levied to increase revenue.  It is the goal of our Association to keep fines as close to zero as possible. We can all help with this. 

HEALTH * SAFETY * SECURITY * COMFORT * INVESTMENT

Pursuant to Section 6(l) of the Declaration of Covenants, Conditions and Restrictions of the Cityview at Riverwalk Condominium (the “Declaration), the following rules and regulations (the “Rules”) of the Cityview at Riverwalk Condominium (the “Condominium”) have been adopted by the Board of Directors (the “Board”) of the Cityview Condominium Association, Inc. (the “Association”) to govern the use and enjoyment of the Condominium. 

Every person that owns or occupies a unit or enters the Condominium property shall comply with these Rules. Copies of these Rules and any amendments thereto shall be furnished to each Unit Owner.  If there is any conflict between the Declaration and the Bylaws of the Association (the “Bylaws”) and/or these Rules, the Declaration shall control.  If there is any conflict between the Bylaws and these Rules, the Bylaws shall control. 

The Board reserves the right to amend the Rules at any time
in accordance with the Declaration and the Bylaws.
